HKTDC has learned from the Office for the Management of Hong Kong, Macau and Taiwan Experts in Fuzhou that as China's first integrated experimental zone for attracting talents, Fuzhou will soon be issuing its first batch of expert certificates to experts from Hong Kong, Macau and Taiwan who plan to engage in innovation and business start-up in the city.
Six experts will be issued the Hong Kong, Macau and Taiwan expert certificate in this first round, including two from Taiwan and four from Hong Kong. The certificate is divided into two classes: A and B. Class A experts mainly include Nobel laureates, Hong Kong, Macau and Taiwan experts chosen under the Thousand Talent Programme of the central government, the Hundred Talent Programme of Fujian province and top-notch quality people recruited by Fuzhou. Class B experts are experts in the fields of science, education, culture, health and sports as well as economics and technology.
Chen Qinglin, a Class B Taiwan expert, studied at Fujian University of Traditional Chinese Medicine and returned to Taiwan to run his family's orthopaedic hospital after graduation. In 2011, he returned to Fuzhou and made use of the techniques and experience he acquired in Taiwan to help establish a specialist hospital for rheumatology and orthopaedics called Yong’ai in Fuzhou.
According to the Office for the Management of Hong Kong, Macau and Taiwan Experts in Fuzhou, experts holding Class B certificates are entitled to preferential treatment in the processing of entry and exit permits. They can also take part in basic pension, medical, work injury, unemployment, maternity and other social insurance schemes same as the local workers, make use of the "green passage" outpatient service at designated hospitals, take advantage of the special arrangements made for the education of the children of Taiwanese businessmen, apply for driving licence and vehicle registration, and open bank accounts and apply for mortgage loans in accordance with regulations. Class A experts may also apply for the purchase (leasing) of commodity houses and apartments for talents in addition to the above-mentioned arrangements.
Fuzhou's issuance of expert certificates to Hong Kong, Macau and Taiwan experts will facilitate exchanges and cooperation between the mainland, Taiwan and Hong Kong and attract more Hong Kong, Macau and Taiwan experts to work in Fujian.
